La FEBF analiza las consecuencias del Brexit para España

Ricardo García López, Asesor de Asuntos Europeos y G-20 del Gabinete de Presidencia del Gobierno, protagonizó la décima sesión del Foro de Asesoramiento Patrimonial, promovido por la Fundación de Estudios Bursátiles y Financieros (FEBF) y su colectivo de socios. La sesión bajo el título “El desafío del BREXIT casi 7 meses después del referéndum. Perspectivas para España”, contó con la asistencia de casi medio centenar de profesionales. José Roselló, Patrono de la FEBF a través de la CEV, y Tomás Vázquez, Socio de Tomarial Abogados y Asesores Tributarios, presentaron al ponente.

Ante las declaraciones de la Primera Ministra de Reino Unido, Theresa May, anunciando la decisión de dejar el mercado común para proteger sus fronteras a la inmigración, Ricardo García indicó que las consecuencias reales de dicha decisión dependerán de que seamos capaces de pactar una salida ordenada que se vea acompañada de un marco estrecho en la relación comercial entre la UE y Reino Unido.

Frente a las pretensiones de Reino Unido, los principios sustantivos de la negociación de la Unión Europea se basan en que “no debe haber negociación sin notificación y en la indivisibilidad de las 4 libertades del mercado interior”, según señaló Ricardo García. Por ello, y como tema sensible, “para la UE la no pertenencia al mercado interior hace imposible seguir otorgando a Reino Unido el llamado ‘pasaporte bancario’”. En este sentido, el sector financiero, que representa el 12% del Reino Unido, será el primer interesado en buscar fórmulas que no alteren sensiblemente su posición en las operaciones de servicios financieros.

Para Ricardo García, si se confrontan las pretensiones del Reino Unido y los principios irrenunciables de la UE, además de lo declarado por la primera ministra May sobre la no pertenencia de Reino Unido a una unión aduanera ni al espacio económico europeo, habrá que encontrar alguna fórmula que permita mantener una relación comercial estrecha sin reintroducir barreras y resolver la cuestión de los servicios financieros.

El experto señaló la dificultad de rehacer toda la relación entre la Unión Europea y Reino Unido en tan solo 2 años, por lo que no es descartable que pudiera haber fórmulas transitorias.

Por otro lado, el diplomático valenciano no consideró que se pueda producir un ‘efecto llamada’ de la salida de Reino Unido de la UE por parte de otros países, en su opinión, puede ser una oportunidad para que se produzca una mayor integración y se trabaje hacia “una Unión Económica y Monetaria más real”. Además, expresó sus dudas sobre la posible afectación de los flujos turísticos, tan importantes en la Comunidad Valenciana, considerando más problemática la regulación del sector financiero.
