Entra en vigor el mayor tratado de libre comercio del mundo

La Asociación Económica Integral Regional (RCEP), el mayor tratado de libre comercio del mundo firmado por 15 países de Asia-Pacífico, entró ese sábado en vigor con China a la cabeza tras más de una década de negociaciones.

El tratado es ya efectivo en Australia, Brunéi, Camboya, China, Japón, Laos, Nueva Zelanda, Tailandia, Singapur y Vietnam, mientras que el 1 de febrero lo hará en Corea del Sur y aún no lo han ratificado Birmania (Myanmar), Filipinas, Indonesia y Malasia.

La RCEP comenzó a negociarse en 2012 en el seno de la Asociación de Naciones del Sudeste Asiático (ASEAN) con otros países con los que el bloque ya tenía tratados de libre comercio: Australia, China, Corea del Sur, Japón, India, Nueva Zelanda.

Sin embargo, la India decidió salirse del acuerdo en 2019 para proteger su mercado y a sus trabajadores ante el temor a verse inundada de productos más baratos, principalmente de China.

«La entrada en vigor de la RCEP supondrá un revulsivo al comercio y los lazos comerciales entre Singapur y otros miembros de la RCEP», indicó el ministro de Comercio e Industria singapurense, Gan Kim Yong, en un comunicado.

«Con normas de origen simplificadas y provisiones de acumulación regionales, las empresas tendrán una mayor flexibilidad para beneficiarse del acceso a los mercados y de las cadenas de suministro regionales«, agregó Gan.

Es notable la ausencia de Estados Unidos, que en 2017 se salió de otro megatratado comercial que también incluye a países de la región, el Acuerdo Transpacífico de Cooperación Económica (TPP), lo que puede generar ventajas comerciales a Pekín en Asia-Pacífico.

La RCEP, que incluye por primera vez a China, Japón y Corea del Sur en un mismo acuerdo comercial, aborda el comercio de bienes y servicios, la economía digital, la propiedad intelectual y disputas comerciales, entre otros asuntos, pero no contiene regulación sobre los derechos laborales y el impacto medioambiental.

Se estima que el producto interior bruto (PIB) combinado de los países firmantes asciende a unos 22,14 billones de euros, lo que equivale al 30 % del PIB global.

El acuerdo representa cerca del 25 % del comercio mundial y un mercado de unos 2.300 millones de personas, cerca del 30 % de la población mundial, en la región con mayor crecimiento económico del mundo.

Según el Banco Asiático de Desarrollo, este megatratado supondrá una ganancia de unos 153.000 millones de euros para los países firmantes para el año 2030.

Uno de los puntos claves es que los países firmantes podrán beneficiarse de la bajada de aranceles si pueden demostrar que al menos el 40% de las partes de sus productos tienen origen en la región de la RCEP.
