La UE avala la firma del acuerdo con Mercosur

El Consejo de la Unión Europea ha dado su respaldo formal a la firma del acuerdo de asociación con Mercosur, un paso decisivo que llega tras más de 25 años de negociaciones y que permitirá firmar el tratado el próximo 17 de enero en Asunción (Paraguay), país que ejerce la presidencia rotatoria del bloque sudamericano.

La decisión se adoptó mediante procedimiento escrito después de que los embajadores de los Veintisiete alcanzaran un acuerdo político. El proceso concluyó a las 17.00 horas, constatándose una mayoría cualificada suficiente para autorizar la firma: el 55% de los Estados miembros que representan al 65% de la población de la Unión.

El ministro chipriota de Energía, Comercio e Industria, Michael Damianos, cuyo país preside el Consejo este semestre, calificó el avance como “histórico” y subrayó que refuerza la asociación estratégica entre la UE y Mercosur.

Un acuerdo desbloqueado

El pacto recibió el apoyo mayoritario pese a la oposición anunciada de Francia y Hungría, y la abstención de Bélgica. El giro decisivo llegó con el respaldo de Italia, que en diciembre había pedido más tiempo para evaluar el impacto sobre su sector agrícola.

Para facilitar el consenso, los embajadores respaldaron también el acuerdo político alcanzado en diciembre con el Parlamento Europeo sobre nuevas cláusulas de salvaguarda destinadas a proteger a los agricultores europeos, que han protagonizado protestas en varios países contra el tratado.

Estas salvaguardas permitirán activar investigaciones cuando:

Los precios de productos importados desde Mercosur sean un 5% inferiores a los europeos.
Los volúmenes de importación preferencial aumenten más de un 5% respecto a la media de los últimos tres años.
Se registre una caída del 5% en los precios de importación.

La mayor zona de libre comercio del mundo

La firma del acuerdo creará la mayor área de libre comercio del planeta, con un mercado potencial de 700 millones de personas, según destacaron tanto la Comisión Europea como los gobiernos sudamericanos.

El canciller paraguayo, Rubén Ramírez, confirmó que la ceremonia se celebrará en Asunción y subrayó que el acuerdo representa “uno de los mayores hitos económicos de las últimas décadas” para ambos bloques.

Desde Uruguay, el ministro de Economía, Gabriel Oddone, afirmó que el tratado podría elevar el PIB del país en más de 1,5 puntos porcentuales y aumentar las exportaciones un 4%, según estimaciones preliminares de su ministerio.

Próximos pasos

Con el aval del Consejo, la presidenta de la Comisión Europea, Ursula von der Leyen, queda autorizada para firmar el acuerdo en nombre de la UE. Tras la firma, el texto deberá recibir el consentimiento del Parlamento Europeo y la ratificación de los parlamentos de los países del Mercosur.
