Cartón Circular; gestión y reciclado de envases de cartón en la industria

La cadena de valor del envase industrial de papel y cartón, representada por AFCO, ASPACK, ASPAPEL y REPACAR, presentó Cartón Circular, el SCRAP (Sistema Colectivo de Responsabilidad Ampliada del Productor) dedicado a velar por la correcta gestión y el reciclado de los envases de cartón en la industria.

Este es un proyecto con el que el sector papelero dará cumplimiento a la normativa nacional y europea para todos los agentes de la cadena de valor del envase y con el que realiza una apuesta por la sostenibilidad y por asegurar el reciclado del papel y cartón.

En el acto de presentación, los presidentes de las cuatro asociaciones introdujeron los principales objetivos del proyecto y destacaron que Cartón Circular mantendrá el sistema actual de la recogida y reciclado del papel y cartón y que fomentará la sostenibilidad de los envases industriales de este material, así como la competencia entre todos los agentes de la cadena.

Por otro lado, se puso de relieve la filosofía de Cartón Circular que busca que los envasadores puedan cumplir con sus obligaciones legales a través de la delegación en su proveedor de envases industriales de papel y cartón.

Responsabilidad Ampliada del Productor (RAP)

Arancha Bengoechea, socia de Andersen, analizó el nuevo marco legal vigente para los envasadores. Un paradigma normativo en el que el concepto clave es la Responsabilidad Ampliada del Productor (RAP) bajo la cual, la responsabilidad de gestionar y financiar los residuos de envases comerciales e industriales ha pasado, con la aprobación del Real Decreto 1055/2022, de 27 de diciembre, de los poseedores finales de los residuos a los a los productores de producto; es decir, a los envasadores responsables de la puesta en el mercado español de los productos envasados.

La directora de Cartón Circular, Pilar Arrayás, expuso el modelo de Cartón Circular en el que los fabricantes de envases delegan en sus proveedores de envases de cartón las obligaciones, para que sean ellos los que den cumplimiento a la normativa respaldados por los gestores, recuperadores y fábricas papeleras. Arrayás, también defendió la sostenibilidad del envase de cartón, siendo uno de los materiales con más alta tasa de reciclado y de recogida en Europa.

Una solución a la medida del sector

Cartón Circular aspira a reciclar todos los residuos de papel y cartón que se generan en las industrias de nuestro país con el respaldo y compromiso de toda la cadena de valor del papel. Una solución sencilla, a medida de la nueva legislación, que viene a demostrar el compromiso de la industria con la sostenibilidad y el reciclado de los materiales.
