El Consejo de Ministros ha autorizado al Centro para el Desarrollo Tecnológico Industrial (CDTI) a convocar préstamos para la financiación de proyectos empresariales de I+D+i, por un importe de 800 millones de euros para este año, garantizando la aplicación de los nuevos tramos no reembolsables.

El CDTI pone a disposición de empresas o consorcios esta cantidad para financiación en condiciones ventajosas a través de préstamos parcialmente reembolsables, cuyo objetivo es mejorar la competitividad de las empresas españolas a través de la realización de proyectos de I+D+i. Los proyectos que se financian deben servir para la creación o mejora significativa de un proceso productivo, producto o servicio, y tienen que contar con un aspecto tecnológico diferencial sobre las tecnologías existentes en el mercado.

El CDTI articula estas ayudas a través de sus diferentes actuaciones, entre las que cabe destacar las Línea de Innovación, cuyo objetivo es facilitar la innovación y modernización tecnológica de las empresas; el programa NEOTEC, que impulsa las empresas de base tecnológica de reciente creación; INNTERCONECTA, que potencia la innovación en las regiones menos desarrolladas; el programa CIEN, que fomenta la colaboración público-privada, y diversos instrumentos con la finalidad de incentivar la cooperación tecnológica a nivel internacional.

La mayor parte de la financiación aprobada para el CDTI son préstamos, que pueden incluir un tramo no reembolsable de entre el 5% y hasta el 33% de la ayuda, dependiendo de las características del proyecto y del tipo de beneficiario (pyme o gran empresa), y estará condicionado, en todo caso, a la efectiva ejecución del proyecto y al cumplimiento satisfactorio del resto de condiciones.

De este modo, el CDTI prevé financiar en torno a 1.650 proyectos de entre uno y cuatro años naturales de duración, con un presupuesto financiable mínimo de 175.000 euros por empresa que pueden tener cofinanciación del Fondo Europeo de Desarrollo Regional (FEDER) a través del denominado “Programa Operativo Plurirregional de España 2014-2020” o del Fondo de las Políticas Marítima y Pesquera de la UE del periodo 2014-2020, a través del Fondo Europeo Marítimo y de Pesca (FEMP).

Con estos fondos aprobados por el Gobierno, el CDTI –organismo adscrito al Ministerio de Economía, Industria y Competitividad– pone a disposición de las empresas o consorcios préstamos con condiciones ventajosas, en su mayoría parcialmente reembolsables, manteniendo el CDTI su capacidad financiadora a través de una convocatoria continua para que las empresas puedan aprovechar en cualquier momento la financiación.
