Alemania quiere poner freno a las inversiones chinas en sus sectores clave

El Gobierno alemán ha aprobado un decreto para poner coto a las inversiones de países o Estados extracomunitarios dentro de su territorio, sobre todo en sectores estratégicos. Aunque no se menciona a ningún país, todas las miradas apuntan hacia China, al que la Unión Europea acusa sistemáticamente de hacer «dumping» al financiar con dinero público sus empresas.

Merkel y Jinping se unieron hace meses contra la política proteccionista del presidente americano, defendiendo el libre comercio por encima de todo. Sin embargo, ahora Alemania pretende proteger sus sectores clave -centrales nucleares, hospitales, aeropuertos, redes de telecomunicaciones, etc.- contra las empresas chinas, mucho más competitivas ya que juegan con el apoyo económico de sus Gobierno. Además, esta política viene de la mano de la Unión Europea, que pretende revisar este tipo de inversiones en los países comunitarios para detectar posibles prácticas de competencia desleal o «dumping».

De este modo, la nueva ley permite que el Gobierno estudie en un plazo de hasta cuatro meses todas las ofertas y aumenta los sectores sensibles de estas auditorías, lo que asegura que el Ejecutivo germano tenga que dar el visto bueno a todas las compras de empresas relacionadas con defensa o seguridad, entre otras. Además, todas las compras de más del 25% del accionariado de una empresa alemana serán supervisadas por el Ministerio de Economía.

Hay que tener en cuenta que la inversión exterior de China ha aumentado un 40% en el último año, llegando a la cifra récord de 180.000 millones de euros. Alemania concentra la mayor parte de las inversiones chinas en la Unión Europea, con 11.000 millones, seguida de Reino Unido. Los chinos se muestran particularmente interesados en el sector de alta tecnología y en equipos de producción avanzada.
