La Ministra de Fomento explicó la reforma ferroviaria que tiene como objetivo conseguir eficiencia, calidad y sostenibilidad

El martes se celebró en el Congreso el debate para la convalidación del Real Decreto Ley 22/2012 de 20 de julio. En esta reunión la ministra de Fomento, Ana Pastor enumeró los objetivos de esta medida: mejorar la calidad del servicio y sacar el máximo rendimiento de las infraestructuras ferroviarias.

Según la ministra, uno de los fines de la medida es incrementar el número de operadores ferroviarios, ampliar el acceso de los ciudadanos a los servicios de alta velocidad mediante una sustancial rebaja de precios y aumentar el porcentaje de mercancías transportadas por ferrocarril. Además, se pretende racionalizar la oferta de servicios ferroviarios, adecuándola a la realidad actual del país, sanear las cuentas públicas y fortalecer la industria y el know how ferroviario.

Para lograr estos objetivos, se llevará a cabo a lo largo de este año y hasta julio de 2013 un proceso de reformas en el sector ferroviario que lo haga más eficiente, con una mejor calidad a precios más razonables y que esté preparados para la entrada de otros operadores. “Todo ello con el fin de preservar el transporte público ferroviario”, indicó la ministra.

Pastor recordó que apesar de que España tiene una infraestructura de primer nivel y un operador referente en todo el mundo, la sostenibilidad del sistema ferroviario español está amenazada por su elevado endeudamiento, con un pasivo que asciende a 20.000 millones de euros, y por la ineficiente utilización de sus recursos. Aseguró que a los contribuyentes españoles el funcionamiento de la red de trenes les cuesta 2.500 millones de euros al año.

En relación a los Ferrocarriles de Vía Estrecha (FEVE) destacó que la situación económica es “cuando menos precaria”, puesto que ingresa 45 millones de euros y gasta 194, al tiempo que registra unos índices de ocupación del 20%. Por ese motivo la desaparición de FEVE a principios de 2013 y su integración en Renfe y Adif “garantiza la continuidad del servicio”.

También aludió la ministra a Renfe, que arrastra graves problemas estructurales que le impiden dar el salto par aconvertirse en un gran operador internacional así como hacer sostenible y eficiente su operación nacional.

En relación la transporte de mercancías, Ana Pastor explicó que la cuota total no alcanza el 4% y que Renfe sigue teniendo la posición de operador dominante, aunque a pesar de ello registra unas pérdidas anuales de casi 66 millones de euros.
